You can limit a Google search to Canadian sites by adding to your search site:.ca.

Click on "Search Tools" to limit by date. (See a short film to see how.)

Google Translate (a built-in feature of the Chrome browser) will produce a machine-generated English version of a text, though it's garbled, so not something to rely on - but may be useful for gathering leads to  important people or organizations..
